Could one make the pre-felt with roving or other top coat wool they have? I suppose it is more time consuming but does it make a difference?

Hi - yes, you could make your own prefelt. It is easiest with uniform batts but roving can also work it just takes longer to lay it out. You would want multiple layers to get a good thickness and it is best to crisscross the fibers - having the direction of the fibers in one layer at right angle to the next layer. That creates stronger prfelt/felt.

Are the bases wet felted pieces that you are cutting out to leaf shapes?

No it is custom made prefelt that I make on a needle felting machine. You could get a similar product with wet felting though.

Scraps could be used in other flat projects or used as stuffing in small toys, or they could be used as an inner "fill" for needle felted sculptures. If you gather them up into a ball and wrap core wool around them that would cut down on the amount of core wool needed for a sculpting project.

couldn't you use a felting tool that holds more needles?

Sure, you can play around with any tools and see how they work for you. For small areas like these leaves, I feel like I get better control using just one needle. For larger flat pieces, I definitely like a multi needle tool
