Sure, Peter has his moments; BUT he was confirmed to be diagnosed as "retarded", so yea, he can get away with it simply on the fact that he is disabled like the time when he went into the womens bathroom, kicked all the doors down and just said "retarded!". I think the only two worst things he ever did, was express what he thought about the kids when that april fools gag happened and trying to make "Petoria". Stewie is more mellowed out from the seasons, he went from wanting to kill Lois to being just Stewie. Yea he hangs out with Brian more than not and that isn't good, since if you remember, he got drunk on cough medicine in one episode, he got drunk completely in "Stewie B Good" after Brian suggested he had a drink. However, he did do some bad stuff like Grand Theft Auto, wreckless intent with a firearm without a licence etc. But when you come to Brian, he's done more stupid shit like break up with his girlfriends when things go south i.e. finding out that Ada was once a man before her sex change operation or giving his ex-girlfriend worms (which I will admit, was hilarious since we saw her doing the butt scratch on the carpet thing), he's an alcoholic, he's a guy who will sell out pretty fast (i.e. his TV show and his books when Carter wanted to push his book in order for the cure for cancer to be hidden and never shown), he's not liked much (not by Quagmire though I think they gave up on that and became sorta friends).
