Stress engineers who specialize in fasteners might not like the two good threaded fasteners approach you describe by using the part if the filter. The stamped nut just holds it in place until you install the filter. Tightening the filter would put the preload on the whole threaded tube, While this matters more on highly stressed fasteners why not apply the rule here?
