However, DSS could also technically be Department of Social Services, or what most people in America just call CPS, Child Protective Service, because the Department of Social Services deals with child-protective services along with adoption services, foster care services, and even some economic/financial assistance. I think its the former rather than the latter just because of the espionage-heist-thriller (kind of Mission: Impossible-esq) nature of all the later Fast & Furious movies, including this one.

It IS a Hobbs & Shaw movie, they couldn't name it that because it would be a different franchise and the characters wouldn't be the same Hobbs and Shaw, so it's a spin-off, and spin-offs tend to take in the name of the main franchise (in this case Fast & Furious), it's so obvious and yet people love to complain as if they know better. More specifically it's usually "[spin-off title]: a [franchise] story" or similar and in this case the title is "[franchise] presents: [spin-off title]" so it's still a spin-off
