I really like how Danny DeVito is acting very bird like when playing the Penguin. All the twitches and sudden turns when looking in a different direction make the character more bird like, especially when it's an unfriendly bird that doesn't like to be touched.

No not at all, the Penguin was about mass genocide, Max was never in line with that. He was corrupt, he didn't mind killing those who got in his way but he would never have murdered babies. The Penguin is a villain through and through, Max and Catwoman are more anti-heroes/anti-villains

Cobblepot was worse but Max was the real villain of the film. He was originally intended to become Two-Face. I thought it was a shame that he died at the end of the film. It didn't really make sense that Harvey Calrissian in the previous film became the deranged maniac in Batman Forever. Funnily enough, Shreck was kind of Gotham's White Knight in this film and was a very two-faced individual!

James Mirrordomains that was the initial plan Burton had plans for Batman Forever which at the time wasnt going to be called Batman Forever. Keaton was gonna reprise his role and they were going to have Marlon Wayans be Robin. Things fell through ultimately causing Burton to leave and in return causing Keaton to leave because Keaton stated he wouldn't do a third without Burton

Burton stayed on as a supervising producer for Batman Forever and was very involved in the making of the film even though he was no longer director.
