iPad cannot use Windows (I must assume upper-case, since you type entirely without it). iTunes has no firewall. A firewall is for a whole device, not for one app.

You may have to go through this process twice. The first time I received a pop up telling me that the restore couldn't continue without the passcode of the original owner. Restarted the process again and the same pop up didn't appear.
