is head work needed for this cam? also does this cam need tune

No head work required. Supposedly, no converter change, either. You will need to have it tuned as you should be deleting the DOD and it a bigger cam. I recommend changing water pump, hoses, belts, oil pump, etc. as you will have all of this removed for the install.

No headwork needed but don't buy this cam, it fucking sucks. Get an RCR cam if you actually want to go fast.
