The reason would be that Vader killed a majority of the Hutt Cartel's leadership in the auction for the frozen Han Solo, then Leia killed Jabba, the sole survivor of the council less than a year later.

Read the RotJ novel sometime. We get to see Luke and Jabba's thought processes more closely thanks to being book form. It is a great read, worthy of being compared to the RotS novel

There's a serious dearth of "live action" Hutts. We have Jabba (RotJ & TPM) and then we have the twins in Book of Bobba Fett. I actually loved that appearance but it was way too brief. All of the animated iterations of them made them far from menacing and more like small moving piles of shit with cartoonish whacky personalities.
