so if the total magnetic declination is = 14° 23' + 12' w =14° 35' west and 35' w is the final answer, you don't need to divide anything right? meaning 14° 35' w is the correct answer

I am not sure if I understand your question. However, if you are given difference in years, you do not need to consider the 2023. Please maybe rephrase your question so I understand.

It’s important to keep it at or below 60’ because of the rules. In the exam, the examiner may not award you full marks if you leave it like that🙂
