Generally yes. The issue is that once you say a House committee can take away a House member's elected power you open up the floodgates for bad faith arguments to nullify the will of the voters. In politics you should always ask yourself how a tool would be used by your opponents before you're willing to normalize that tool by employing it yourself. If "prevent a House Member from being allowed to use the power of their elected seat" becomes an effect of Congressional censure, then I guarantee Republicans will invent bullshit reasons for censure of key Democrats in the House to zero out the effect of them being elected. The best thing to do here is merely make it public how much shit the investigation found out Santos did to make his voter support back home take a nose dive. He knows he can't get reelected now which is why he is pretending he's "choosing" not to seek another term. Oh, it's not a choice. The investigation caused his support to wane so he's not getting elected for another term. Actually removing him from power is something his constituents back home would have to do.

I'm pretty sure he's pissed them off on a personal level that we don't know about. Also, we should asking why he's not in jail at all considering all of that stuff, and the other crimes he's committed, and the stuff he's been credibly accused of could be prosecuted. Even when they kick him out, they're still protecting him from any real consequences, because they know deep down that if they start holding people in government accountable, they're going to go after each other.
