Im not grandmaster but it seems like the e4 pawn cannot be saved by the king or bishop so rook will just take that pawn on the next turn and then maybe trade off the rook for black's last pawn and would result in insufficient material draw because a king and bishop vs king cannot create checkmate

Prior to Magnus making the first move we seen in this video, b3, I loaded that position into Stockfish. It has white with a very, very slight advantage, +0.17. It's roughly an equal position. Stockfish's third choice is the move Magnus made, b3. That leads to complete equality, 0.00. Stockfish thinks he should've played Rab3, moving his rook in *front* of his b-pawn. Still, it is roughly equal. There is no "winning" move.

after 1.b4, black can play 1...Rxb4 or 1...Bxb4. (1...Bxb4 2.Rb3 Re5+ ...and then black can safe his bishop). However, the resulting endgame is still a draw. Maybe Duda wanted to keep it a bit more complicated, thinking he can not lose this but has a little time advantage. With more material on the board he has more tactics available. I would have captured on b4, but I guess black has sufficient compensation if he does not capture on b4. (there are potential tactics in the air like at some point ...Rb2+ Rd2 RxR KxR Bxf2 possible with keeping more material on the board). Difficult decision, and it cost Duda quite some time.
