I watch these speed runs all the time, does this effect the next spawn of encounters? I dont get it

The stabs are a measure of time and make the encounters home in on you to skip the next screen. Encounters either appear after a certain number of steps or a certain amount of time, which makes them somewhat predictable. That said, you can still simply get unlucky.
