Partly, but it's also rather close to Malta, which was British at the time, so this wasn't Britain just claiming some random island in the middle of nowhere; it was actually a fairly logical claim. Two Sicilies had the stronger claim geographically, but Britain had a stronger claim than Spain or France (remember that Tunisia wasn't French yet at this point, it was still Ottoman).
