Yeah it’s call a personal union. Two countries are legally separate but have the same head of state. It was how some pretty famous powers like Spain and Austrian Empire/Austria-Hungary were formed, but today the closest thing to it that exists is the commonwealth nations (former British colonies) which all have the British monarch as their legal head of state, albeit with zero actual power.
