It releases the limits placed upon your sympathetic nervous system to keep your muscles and tendons from contracting hard enough to rip themselves off the bone.

Pay attention to movies, HISHE. The Scarecrow chemical was poured into the sewer system where all the flushed water at. Unless you're not right in the head, you don't drink that water. The water that's meant to come through as clean is, well, clean. Even if it originally had the chemical in it, it was cleaned up anyway. It's the post-flush water that's chemically affected. And you can't use it for boiling because it goes through a different pipe. It's like plus and minus in electrical current. One goes in, the other goes out.
