The eagles are intelligent and proud creatures who only intervene in rare circumstances where they feel the well and truly needed. They are not a ferry service that goes out of their way solves the lesser races problems without making them do any work. They only ever help Gandalf because he's a friend doesn't ask for much and often do so at great personal risk asking nothing in return. They should be glad the eagles help at all and don't just eat them because it was considered in the books.
