I think the Guy you were talking about was an ambassador. An ambassador is a person from a Foreign Country's Government who comes to the United States to represent the Foreign Country. The Ambassador does military negotiations, ask for military alliances, and to allow US Army Bases on their land. Discusses international foreign policy with the US Government and the Foreign Country. So they ask the US for economic trade deals in exchange they give the US trade deals. They make it easier for their citizens to travel a broad to the US through Visa policies.

Azerbaijan is comparatively secular and "western", because it was part of the Soviet Union. As you might expect, the USSR wasn't exactly known for its friendly attitude towards religious influence. The same is true for the former soviet countries of Central Asia (Usbekistan, Kazakhstan, etc.) Btw: Azerbaijan isn't really a democracy, it's a quasi-dictatorship ruled by one very rich family. Kind of like Nicaragua.
