Answer: we'd be competent. At least, our society is more competent as a whole than what we have now. We'd have the Parliamentary system (and more likely Autonomy if someone continued Rizal and the the other ilustrado's battle), and a more open economic policy (Spain opened the Philippines to foreign trade in the mid-1800s), unlike constitutional economic restrictions we have embedded in all of our Presidential constitutions nowadays.

@@HamidSpencer to be honest, we Filipinos can still pick up the pieces and return to competency if we drop our current Constitution and forge a new one that is Parliamentary (of course, without economic provisions in it - these belong in legislation rather than the Constitution). Even with how shattered the country is, a better political system will allow for better policies and actually functioning checks-and-balances, these will allow for gradual improvement of these societal woes, starting from the top.

Had we remained under Spain we would’ve got some autonomy under the Spanish republican era then we would again see an iron grip under the rule of Franco and then we would likely be a self governing dominion guranteed by king Carlos. But these are just my guesses. And since spain is in the EU, then yes we’d be in the EU also.
