The truth of the matter is that the Assyrians just left Jerusalem and returned to Assyria. The 185k army represents Assyria’s entire army in the empire and not just around Jerusalem. The best estimate would be around just 15-20K coalition army of Assyria and its allies.

It is unlikely that the Kushites alone were the reason the Assyrians packed up a left. In fact the Kushites ultimately abandoned Egypt and retreated to Ethiopia because of the chronic and devastating assaults by the Assyrians. What is far far more likely is that disease and weakened the army to the point that they could no longer sustain the siege. This was a common problem in the ancient and mideaval world. Hygiene and logistics were a huge problem during a siege and more men died from disease and starvation than from the enemy. In a situation where the Assyrian army was already suffering huge losses from disease (dysentery maybe the plague) and those who had not died were very weak - the news that a fresh Egyptian-Kushitic army was on their way from Egypt was not good news so they broke the siege and moved out. Common Sense really. But the Assyrians returned to conquer Egypt when they had recovered.
