Probably sage. It might also be sage who made the milk inducing pills. Maybe she put a hint of mysterious ingredients in those pills that will gradually weaken the homelander the longer he is exposed to it via firecracker's milk.

I've seen sage mentioned as the most probable reason, but to me, there are a few issues with that: 1) While we know that sage knows about HL's milk obsession, we never see she talking with Firecracker about it, nor there is any mention of it 2) Why would Firecracker listen to Sage if they are shown to have some sort of rivalry, almost from the get-go? 3) Considering Sage's ability of foresight due her intellect, why would she reveal this information to Firecracker, considering she would definitely use this to emotionally manipulate Homelander against her? (Something that she ended up doing. It just doesn't make sense and it all points to be a big plot hole, which I hope is fixed next season.

But I feel like people hear stories of actors improvising and just apply it to any instance of good acting. Most thing are in the script, and usually if actors have an idea of their own, they discuss it and agree on it before shooting the scene. Pure improvisation, where no one knows about it except the improvisor, is rare

My theory is that this weird milk situation will be exploited to kill/weaken Homelander. I think they will somehow poison Firecracker/her milk with the virus and it will be transmitted to him that way. In the episode on the farm they mention that the virus is spread through bodily fluids and they start naming them but stop before they get to the kicker….. breast milk! It would also be very cool thematically because it would be Homelander’s insecurities leading to his downfall, which is just perfect! I also think it’s possible Sage has something to do with it, she told Ashley that if she wants to make herself useful she could let Homelander breastfeed from her. Maybe Sage’s plan all along was to manipulate Firecracker into the being a milk machine for Homelander so that way she/the boys could infect him!
