So, i mean... vinegar mother doesnt settle to the bottom, that's lease, a byproduct of fermentation. Its basically dead organisms. Perfectly healthy and fine to consume but it does have an off taste. Mothers, or scobys, are thin cellulose discs that form on the top of liquids that contain a specific concentration of alcohol, and fermentable sugars. For vinegar to be considered, vinegar, it mustve had at some point the specific gravity to make an alcoholic beverage with 7% potential abv. Without at least 7%, then you have a pretty good chance to harbor botulism. This is where people like you mess up. You need to, and i emplore you, please please get a hydrometer. Theyre 50 dollars. Its a thin glass instrument used to measure the sugar gravity of liquids. You need a 1.112 gravity if im not mistaken, and then your final gravity needs to be 1.01? 1.1? You basically want the math to come out at at least 5% alcohol. Once there is that much, you open your fermentation to air completely. No more airlock, and let it sour. If you start making vinegar open air to begin, you could immediately start growing nasty bacteria. These usually leave products hazy and pretty farty smelling. This will make you sick, i dont care who you are or what you believe in. Everyone ive encountered that makes vinegar incorrectly makes shit product. Its kinda comparable to the alcohol industry. Sure you might be a craft beer maker who makes okay sours or shandys, but you constantly have to rebrand and resell beer as something new instead of you product you normally want to nail the same every time? This is why we leave it to coors or miller. Understanding fermentation, brewing, and knowing measuring your fermentable sugar contents is so important. Happy fermenting. Yes, its simple and easy, but no, you cant necessarily wing these things. Still looks good. Doesnt mean its right. If you get a PH meter, your final product should read about a 2.5-2.7 acidity. If not, or its above 3 or 4, you are harboring botulism or other nastys. Remember, theres no salt in these recipes, you can get terribly sick and mess your stomach biome up completely.

Do not listen to this person. The danger of botulism with vinegar is very low. Botulism, caused by the bacterium Clostridium botulinum, thrives in low-acid, anaerobic (oxygen-free) environments. Vinegar, by its nature, is a high-acid product with a pH typically around 2-3, which is inhospitable to C. botulinum. The acidity of vinegar inhibits the growth of this bacterium and the production of its toxin. There is a higher change for botulism in alcoholic beverage production. Due to low oxygen. But it is still low, for obvious reasons "alcohol". Botulism is mainly a risk in curing, preserving, and fermenting foods in low oxygen environments. Not this... leave this nice lady be.
