Eve Hill was far more focused on mentally scarring people, especially children (By removing their parental figures, by either abandoning them or just straight up murdering the parental figures) rather than having a high kill count.

In a way he did. Adopting children just to abandon them, killing people because he feel like it, just generally being a terrible person yet suffering no consequences, this are tried and true techniques perfected by Jim and passed over to Eve here. And one could say Eve went the extra mile, going so far as to kill his own family. Something that Jim never did (that we know of).
