How it actually happens: -Someone does something really stupid resulting in loss of life, or nearly so. - The FAA overreacts and imediatamente implements an absurdly oppressive, restrictive and mostly unnecessary rule. - The ignorant public feels happy because they see action has been taken. - After enough time has passed with ATC and pilots enforcing the rule to the letter, the FAA realizes that it was a dumb rule, it has not actually fixed anything, and has only resulted in slowing down an already saturated system. - The rule is then modified 64 different ways to account for time of day, weather conditions, season, location, wildlife, and a few dozen other things that make it nearly impossible to understand the rule and not very effective in the end anyway. - Then we go through the described process in the video. - Lastly, the person or facility responsible for the creation of the rule, applies for, and is granted a waiver so they need not abide by it, while everyone else does. - Now the FARs are so long, and complicated with hundreds of rules, each with numerous exemptions and work around, then and neatly arranged on a well organized, easy to navigate government website (note the sarcasm) that you require an attorney to help you understand anything. -Another win for government bureaucracy

Applicability means who the regulation applies to.

@@PilotInstitute thanks for that but how do you then differentiate applicability from rules of construction. And what’s their importance to the FAA?

Owning a drone makes me a criminal. I am registered. federal law prohibits a central registry of firearms owned by private citizens. About 40% of Americans say they or someone in their household owns a gun, Who should be tracked by satellite, the people with fun flying cameras or those firing 900 5oz pieces of metal per second for up to 2 miles from an M4 assault rifle? Thats past "Line of Sight" and no spotter needed. You can shoot over people and at night. You dont need a $200 license to post a video of you shooting your neighbors roof. BECAUSE OF SAFETY? GOVERNMENT OVERREACH? Recreational drones haver NEVER killed anybody. This makes no sense. It only shows that the US government is allowed to make laws against the Constitution. Why? simply to get alot of us to pay em $200 every 2 yrs and to keep the working poor from having any hobby that doesnt help the Rifle Association. Maybe we should just take a background check before buying a new drone
