Ipoa seems useless. The bullets in the dead bodies can prove that it came from a govt issued rifle. Secondly, what were IPOA doing during demonstrations? Why werent they present even after people complained of police brutality? If all journalists witnessed and captured the events on video why couldnt IPOA be present?
