It really depends on how you're doing it. I made several short animated movies. On average they took a team of three people working full time for 6 months for a 5-7 minute film. But last year me and one other friend made a 12 minute film in a month because of the style (which was South Park esque).

I have been able to make a three minute clip with three three hour sessions. Based on how fast i do this i estimate a team of eight video technicians could make a thirty minute clip in one eight hour work day. This is because the graphics i use already exist. If it had to be drawn i can't fathom how long it might take

It depends. My animations suck, and are short, so it only takes me 1-3 hours. that's a frickin lot for 7 second trash animations. Imagine being a onepiece animator!!! I feel terrible for anime artists.
