Josh, many use a simple method: Test interests with a $10-$20 budget in ABO campaigns, then shift ad sets after 24h with a 2 ROAS to a CBO with the same untested creative. If there's buying intent, they scale by doubling the budget or duplicating winning ads and doubling the Budget from 100- 200 - 400 and so on. This often yields up to a 2.2 - 2.5 ROAS. Despite its profit, I find this strategy lacking

This is bigger picture. There are two levels of decision making: Campaign level (like you're talking) and business-level in terms of a % of revenue allocated to ad spend no matter what. Most only focus on campaign-level budgeting!
