Okay here are some things that are need to know: 1. Jotaro can only stop time for 2 seconds 2. The arrow doesn't show if they have powers it draws out someone's soul and if they have a strong fighting spirit they gain a stand ability 3. Josukes ability can restore what is there but not create things out of nowhere (he could bring his grandpa back to life bc his soul left his body) so he wouldn't be able to fix what ZA HANDO has erased

I'm fairly sure that in the anime the arrow doesn't reveal who has a power and who doesn't, but instead it acts like a regular arrow, and if you survive the shot you get a stand that you didn't have before, or you enhance your current one.
