We have opened a new bank account for cultural funds. Can you please let me know if cultural committee can have access to that account? Currently only the main committee has access to it.

In one video it says if majority passes in gbm they can also collect fund for religious/festival fund ??

Please ask them to provide GR where written there Majority can pass any thing in General Body. Majority can pass any resolution under Bye-Law ,Rules and ACT
