I think this was the number 1 hardest lesson to learn for me coming from CS1 is just to ignore the demand bars and pay attention to other deeper statistics. Took me 4 failed cities to fully figure out.

Can't remember who said it, but the best way it was described that I found is the bars in CS2 are wants, where the bars in CS1 were needs. If you stick with demand bars in CS2 you'll end up with never-ending suburban sprawl. You need to give more time for homes and businesses to level up as well as there are much more complicated factors involved to change building level. It's not as "simple" as CS1 where if you just provide every service, every building will hit tier 5 eventually. The economy plays a much larger role. Investing in education early is also a great strategy, and creating education districts can also help immensely when balancing the workforce.

How I do it: Step 1: Start with a city of around 5,000 residents. Step 2: Pay close attention to the happiness of your citizens and address their needs before your finances take a hit. Step 3: Ensure that your city can run somewhat sustainably without constant player intervention. Step 4: Go broke, set all taxes to -10% (this will stimulate growth in the industry and commercial sectors) and reduce service fees to 0%. Step 5: Be patient and allow time for your industries and commercial areas to develop. Step 6: Once your city is in a good place, wait for a milestone to provide a substantial cash injection (usually around a million dollars). This can help alleviate your debt. If this doesn't work, consider taking a loan, but only if you can manage it. Step 6.5: Try maintaining residential taxes at -10%. This keeps your citizens happy and encourages more people to move to your city. Step 7: Gradually increase taxes as needed, following this order: 15% on industry and commercial, 10% on residential, 100% service fees, and consider significant cutbacks on upkeep, but only in extreme cases. Step 8: Watch your city become profitable.

On my second playthrough, I accidentally achieved this in my first city. I wanted to restart for a smoother transition. I thought, 'Why keep struggling with debt, making people unhappy, and burdening them with high taxes when I can instead embrace some debt to create a thriving and prosperous city while gradually increasing taxes later?'

That can work but I’m not a fan of doing unrealistic tricks with the taxes.

its not necessarily unrealistic the governmnet does it all the time(USA) with all its debt soooooooooo in a way its kinda realistic? you could also just take a big loan out instead of being in debt and still follow the plan

Something to consider then. I just wanted to get my unemployment down asap so I went for industry. If you're unsure if you have enough highly educated people, offices could still be an option. Just build smaller low density zones (2 x 2, 2 x 3) These employ no highly educated people. Now the question then becomes what the consequences of having 6 2 x 2 offices over one 4 x 6 office is with regards to profitability and employment; I haven't figured that one out yet.

What about missing employees? I have 3000 employee less than it's needed and can not fill them. Maybe I have to run the game until this number lowering and not creating more districts...or only with Residentals...
