The rifle was a Bergara B14r with an International Barrels 1:12 twist. It was set in an ORYX Remington 700 chassis.

this particular KYL Rack was bought used on FB marketplace. You can find them on Google new, the NRL website nrl22.org/product/nrl22-standard-target-package/ or even try building your own!
