Talking about windy Wellington, my professor once told a story when she and her friend were studying abroad in Wellington (we're Indonesians, by the way). The friend of this professor was a petite girl and every time they went outside on a windy day (which was everyday), this friend always looked like she's about to be flown away. Since then, she was called "Mini Wellington", even after they got back home to Indonesia.
