For the Sol system, sure. Orbital period decreases the closer a star is the galactic center. A stable star orbiting the Sagittarius-A* Black hole at the center of the Milky Way, S2 only takes 16 Years. This could be considered a "First Star", visible to any star faring race, and would make a fine universal clock.

Neutron stars/pulsars were observed and studied before black holes were validated. The Voyager records included a map of Earth’s location in the galaxy relative to 14 pulsars. Some pulsars are quite consistent, approaching atomic clocks, and likely more consistent than the variability of a star’s orbit around Sagittarius A*. Perhaps selecting a particularly accurate pulsar (or the average of a number of them) could be used to develop a multiple of its period to define galactically(sp?) agreed-upon time divisions. I guess you could also use the speed of light to define a mutually understood time system too. Plus a galactic rotation is an extremely large period to use for general time keeping.

I stand by my comment - with the proviso that no Species (assuming they arise on a Planet) is going to initially base its 'year' upon observations of 'A stable star orbiting the Sagittarius-A* Black hole at the centre of the Milky Way'. Within a Galactic Community it'd probably take centuries of study, meetings and negotiations to 'define' a 'Year' that'd be observed across multiple species, living probably, hundreds if not thousands of Light Years apart. FFS - this Planet alone can't decide whether to use the Metric or Imperial systems of measurement....
