Even a game where he goes from Smeagle to Gollum would be particularly dull. After he killed his friend there he basically just hung out in a cave forever. Even when Bilbo and later Frodo and Sam enter the picture there still wouldn't be much to do. Maybe if it started with his torture and finally confessed "Shire, Baggins" maybe, *maybe* you could make a stealth game about him escaping Mordor. But it's a stretch.

There legitimately is a lot of cool stuff you could do with Gollum: show he he escaped the dungeon, show how he navigated the fortress of Cirith Ungol, show how he navigated Shelob's tunnels, have him find the secret stair, have the player go through the dead marshes so we see how he learned to navigate them, etc. There's so much they could do and they went with the most boring ideas.

Honestly, if you started the game from when he was still a normal hobbit and then have the game show us his progression into what we see in lotr, I feel like that could have a certain potential. Could give the game more options for combat at the beginning and as gollum changes, could slowly make him more and more limited and forced to use stealth more often. Could focus on his corruption and maybe play around a bit with his loss of morality and his internal struggle between good and evil because of the ring as the game progresses there's a lot of avenues of this character you could play with but whatever avenue they took for this game is lacking
