Ben I think some of those are flow drill screws not rivets and they can be removed.They make a special socket to remove those.

This is a rebuild I wouldn't be afraid to buy. New frame and it was repaired properly. My brother bought a rebuilt car back in the late 90's and here they rigged it and somehow got it to pass an inspection and my brother had all kinds of issues with that car. Here the unibody was cracked and they put a bolt into it and welded to both sides of the bolt. the car looked good until you got it apart. After that he never bought another rebuilt car or truck.
