I know a few restaurants will do things like that. I was a regular at one in University and when I went close to closing they would sometimes add free food to the order rather than throw it. I also saw them giving out food to the homeless a number of times. It just makes sense. Unfortunately its a legal liability and they could get sued so its usually better to put it in a bin and let it get stolen, but making homeless dig through bins to save on a lawsuit isn't great. A hobo I know said he regularly sees maggots in there digging through the food, and thats in the bins he considers clean. I dread to think what sort of food they accept when they're desperate.
