I would assume that Mugetsu is a Shiba Clan technique. Same as getsuga and was most likely taught to the heads of the Shiba Clan and the Shiba members who became Captains for the Gotei 13. Most of the clips you used for the “screaming” were just mostly panic and emotional (sad, angry) screams, I think what what Lucid means is live action can’t do elongated super exaggerated screams or dialogue like goku’s famous “I will not let you destroy my world!! (then continuous voice breaking screaming)” line because actors would have to act and scream super exaggeratedly at the same time and also that type of dialogue wouldn’t be found in live action because live action isn’t as bombastic and explosive as anime as a format to even have a chance to pull it off well. Another example Jin Woo’s dub scream against Igris, that fight is super explosive so a super exaggerated painful scream works well and is super badass, but live action simply can’t reach as explosive and emotive scenes as animation so the voice acting and acting in general has to match that less exaggerated less raw pace.

The Final Getsuga tensu isn't really a rare ability since the concept is just to throw everthing at the opponent. The biggest difference only is that Ichigo has insane potential and latent power that throwing it all in one blow would be dimensions above anyone else.

Actors will always have the same face in most cases, voice actors jobs are to change their voices to fit a character so it’s less noticeable and most of the time can go completely unnoticed even if they don’t change their voices, and also I think the main problem is that actors are celebrities and stars which makes it tiring to see their faces everywhere and also just creates prejudice, it’s also why popular celebrity actors are constantly chosen for roles that don’t fit them, voice actors are no where near as popular as actors so it takes you out of the show much less. Also people like lucid (I’m assuming he’s more casual) aren’t going to notice the different voice actors in anime, whereas he’ll definitely recognise seeing Chris hemsworth for the 15th time
