The whole idea of a single enemy that humanity would amass against as a whole is doable in theory. But I think you are forgetting one thing. As soon as the threat was gone humanity would once again devolve into the scummy way they are now. So to make that work you will need to be an eternal enemy. One that can not be defeated, only suppressed. Thus ensuring that the people stay united against you forever.

So a while ago I was at a family gathering with my cousin and somehow the discussion of magic spells from Harry Potter came up and tickling was one of them. I said that’s actually kind of op.
