Who must be punished is the employer not actually the foreign students. Now, if the foreign students violtae the immigration policy or law by employing themselves though the knew it's illegal then there must be corresponding penalty.

With the young lady, I don't know why the officers didn't just ask her to call the boyfriend and have him bring out the passport. They could have assured her that the boyfriend would not be challenged. That would have fixed the problem and the brits would not have to pay for her upkeep for weeks/months.

Даже если они это делают неэффективно, иммиграция им не может помогать. Yeah it's very sad for all these people. This same morning I asked 2 people, travelling withouth paying, to show me their papers and they both 'lost' them ! One of them dropped by accident à social security card ! 😅 So they have health service covered by the tax-payer but behaving like a responsable citizen is to much to ask !!!
