on no di and di in doesn't work on DI out, but most of the time ppl doesn't react to dash attack fast enough to DI out so it works most of the time

Esam was wondering if he changed his moveset against Pacman, but I'm pretty sure in most tournaments you can't change moveset unless you're counterpicking no? Or like it counts the same as changing characters, so you'd have to do it before you know if they stay or counterpick you

Yeah changing movesets should be the latter, as in following the same rules as counterpicking. Kid would of had to disclose that before Modzai decided. The only tournaments that bothered to specify this as far as I know are the first Genesis of Ult and Frostbite 2019 which used the same rules, which has no reason not to apply today since it's more than fair.
