No these are really called pit mines. Quarry's take stone like marble and the like were as mines take gems, and ore. Pit mines can be really deep, I think the deepest is about a 1km down.

I’ve tried doing ore industries a couple of times but doesn’t all the ore get extracted from the ground pretty quickly like within a couple of hours of gameplay? Is the industry area still even functional after that? Same problem with oil, that’s why I quit building them.

There's a mod provided in vanilla Cities Skylines that removes how oil and ore use up resources, I recommend enabling it!

If you don't use the built-in unlimited oil and ore mod, they'll still be functional but the processors will rely on imports once the resources run out.

Once an industrial building gets built there (usually a shed or a boiler or a tank for 1x1 plots), the building will bridge the power and allow the main buildings to get power. That way you don't need to have the big buildings so close to each other to get powered.
