Installing a Boost Gauge and Fixing the Turbo issues on 4D56T Delica, Pajero, Shogun, L200

Our 4D56T powered L300 Delicas over boost valve popping. To diag the issue we installed a boost gauge then tracked down the cause of issue.

In case the variable is stuck (actuator is fine, but the variable in the turbine won't move a dime), what to do? Is there an easy way to unlock it?
