We would then purchase one or two items from the list, for the recipient. That way it was a surprise, but we knew we'd receive something we definitely wanted.

If a gift is not particularly personal or useful/wanted, it is perfectly acceptable to pass it along to spark joy for someone else. The error comes when one does so within that social circle. Family, work, church, friends, etc. - whichever sector supplied the gift, you must only regift to a different one which has no member overlap.
