In New Horizons, Tom actually doesn’t force the player to purchase a house upgrade until they’re ready. He also allows the player to pay off their moving fees with Nook Miles (a currency you earn by doing quests) or Bells. I think that New Horizons does him a lot more justice in the good guy department!

Why do people hate Tom Nook? Poor Tom Nook, he's just trying to help you pay for a place to live (in the first 3 games at least) by offering you a part time job, and the chores aren't even hard (unless you're 3 or 4 years old or something, which I was when I played animal crossing for the first time) I actually miss when Tom Nook made you work for him at the start of the game.

Also, in New Leaf if you see him sitting at the Roost and talk to him, he'll make remarks about how he needs to get some additional coffees for the Able sisters, Blathers, etc. and how you should talk to Sable/their friendship. And, randomly at the HHA table, you'll get a forth dialogue option, which will prompt him and Tom to discuss their old lives, where Tom will tell you about struggling in the city.

When I first played Wild World, after I collected enough oranges and sold them to him, I went to pay the mortgage and it turns out I was a few coins away. By few, I meant a lot. I thought it was just 1,800 but it was actually 18,000. And I was missing the rest. I tried to reason that it was fine because he had built it but I was still angry. Yesterday, when I finally finished paying my mortgage, and he offered to expand my house, I agreed because my place was becoming a closet. Besides it was just another 18,000, surely it wouldn't be anymore than that. I'm not going to pay him anymore unless I get 1 mil bells.

I got the feeling that not taking no as an answer to expansion is more a hardened perspective's generosity. He doesn't want to see you end up like him when he had it rough, wants to help you thrive, plus sees expansion is good for you (inventory space and all that). I've got a not-too interesting theory surrounding house expansion in New Leaf: So here's my theory. I think in New Leaf, Tom Nook lets you expand your house for free, but you need to repay your loan if you want to expand again.
