worked for a year in northern Russia , in our hotel there was two Fins working setting up some plywood machine , they had half a liter of vodka for breakfast and claimed that they hadn't be sober for a year , even the alcoholic Russians looked on them as some sort of freaks " the booze is so cheap here , would be a waste not to drink it "

10 years ago I was on a business travel with Finish authorities in Minneapolis. We went to Famous Dave's (back then a great place!) and after 2 hours the waiters started to move some tables right next to ours, just to put the next rounds within reach. After 4 hours of severe dancing to live music the place was never as it was before. Even the old folks from the last row had the time of their lifes :D

it's not a joke though. In the Nordics we have much stricter alcohol limits when it comes to driving so we really need to think about the next day. People have lost their driver's license from driving the next day.

No, dear one, it isn't. Because Finland has a zero tolerance law for alcohol and driving. It is incredibly taboo in Finland, and actually all Nordic countries, to consume alcohol and drive. He's trying to make it sound funny, because, Finnish humor, but it's not actually a laughing matter in Nordic cultures (which is exactly why he's making a kind of meta joke about it). Or if most of the highland roads constructed in Iceland were buildt sober or in a happy mood? Just dig a little, local stories tell way more than your "globalized" feelings. Also zero tolerance in Finland? Its 0.5 like in Denmark, Norway/Sweden its 0.2.

It's an implicit commentary on the fact that vast majority of Finns take a very dim view on driving even slightly over the legal limit of 0.5 per mille blood alcohol concentration, which is when being on the safe side, less than one litre of "regular" beer for most. At the same time people *do* drink, they just don't find an excuse to drive home themself. They're thinking when it becomes legal to do so again.

@@zupergurkan Legality is one thing, but gauging if it's safe is another. Most Finns definitely think that it's preposterous them to judge on the basis how they feel, instead of counting drinks and having a safe interpretation of it. Basically two slowly drank pints is the absolute maximum for hopping behind the wheel after it. (I don't think there's much evidence of large difference in safety between 0.2 and 0.5 per mille - but it's rather clear that one is going to exceed 0.5 per mille if one drinks more than two pints - or doesn't have *hours* of completely dry time after just one or two more.) To Americans the idea that they would be restricted from driving their own car and be on mercy of others in the name of safety seems harder to accept.

True. But for anyone wondering, it's because alcohol, especially beer, in the Nordic countries contain an additive - legally mandatory - to check us from over doing it. Doesn't help though.
