-France retains Egypt and Sicily, but loses Trinidad, Malta and Sri Lanka -A friendly but unstable regime remains in Spain but is besotten by continual guerilla warfare -The British were forced to withdraw from Portugal completely, which has been annexed by the Spanish regime. However the British continue to remain as a significant commercial and naval force hampering Napoleon's ambitions -Confederation of the Rhine still exists as a French puppet state, but is gradually gaining autonomy -Kingdom of Prussia barely missed the battle of Waterloo, and managed to negotiate an armistice with their army and artillery pieces intact. The political situation no longer favours armed intervention, but they remain powerful enough to at least preserve independence. -Austria, after having lost its 300 millionth battle, still exists somehow -The continental blockade system starts getting more complicated to enforce when the British begin using American flagged ships to bypass restrictions on European trade. This inadvertently causes the USA to become a commercial power with a vested interest in European affairs 200 years early. -Russia's Tsar negotiated a peace that preserved most of Russia's power and Moscow never was burned. However royal authority was undermined heavily and revolutionary republican activity has sapped the will and strength of the Russian state to oppose Napoleon's great empire. -The Dutch are rebelling. -Poland has expanded greatly, agitating for another war with Russia so they can unite all of their territories. -The Ottoman Empire has entered into an uneasy alliance with Napoleon, but it hesitant to allow French troops to pass through their territory as they fear being surprise-attacked by Napoleon. -Kingdom of Naples and Kingdom of Italy consider plans to unify and ask Napoleon for Rome. So you end up with a post-war settlement that doesn't really resolve anything conclusively, but is still obviously in favour of Napoleon and France, setting the stage for another coalition boogaloo (or Napoleon's second merry adventure east). Alternatively, since Trafalgar hasn't happened yet, there is a chance that Napoleon uses this time to build up a mega armada so he can crush the British once and for all, thereby removing his only obstacle to pan-Europa

About Bavaria: Historical speaking, Prussia and Bavaria were fierce enemies, fighting going back and forth because Prussia had the military but Bavaria had the economy strength. So yeah, it was expected to see some resistence from Bavaria.

After the Treaty of Tilsit, Napoleon cut off like 30% of the population in Prussia to other states, which actually caused Bavaria to have a higher population than Prussia I don't know if that number included Tyrol, which was under Bavaria's control during that time...)
