NASA had planned to make human colony or base in moon's south Pole. Moon water or helium 3 is the most valuable energy those countries who able to acquire this who became world super power. Well India had a planned of chandrayaan 3 joint mission of india- Japan will execute on 2024 launch from tangeshima launch pad of Japan. And this was more complex than chandrayaan 2. But in 2024 NASA already planned to send one man & one women on moon to setup temporary base.

Chances are, if the moon ever becomes colonized it might only be for industrial and economical purposes, I mean why would anyone want to live on a boring grey world that you can't even terraform if you're not earning any money from there. There will mostly be mining works there.

Moon will be mined only for life necessary minerals and waters .

Moreover, helium-3 has been found on the moon in huge quantities that can supposedly run our civilization for thousands of years, though I'd appreciate if you provided more information about the agreement you're talking about.

Yes.. It will print indian emblem and isro's logo on lunar surface.. And because moon doesn't have any atmosphere or wind movement, that print will be like that for hundreds of years until some other lunar probe meddles with it.
