This is a demonstration of the Benjo, Warsop, Power Rammer, or Jumping Jack Hammer, or simply Jack Hammer. They were used on railways for Tamping ballast around the sleepers and by road repair gangs who having previously dug up a section of road, usually to repair gas or water pipes, then needed to complete the repairs, the hole would be filled back in but needed to be compacted back down again to make firm.
This is where the Jack Hammer comes into play. They are simply an early version of a modern day Wacker Plate. The earliest one on show is pre WW1 then moving up to around the 1940's and finally the most modern one is from the 1950's. They were phased out during the 1960's for various safety reasons.
