With the different recycling rules, the councils probably just pass on the rules are from whatever company they contract their recycling to. At least it probably means the councils are each using different companies, or are maybe doing it themselves which is good. If all the councils were joined together, and there was just one company contracted to do recycling for all of London you can guarantee it would 1) Be owned by a schoolfriend of some Tory MP 2) Make that person a lot of money whilst simultaneously needing a government bailout 3) Probably be worse than what we have now. Maybe that's one good thing about having lots of boroughs? The scope of the inevitable political corruption is limited to an individual borough, rather than the entire city.

The problem is not a London one. Only a tiny handful of local authorities are up to the job of running their respective boroughs or counties. The vanity that characterises them is shocking. One of the worst is Medway Council in Kent, to whom vanity is second nature. When you arrive by train, the first thing that you see is a sign with the council logo saying "Medway Council welcomes you to Strood/Rochester/Chatham/Gillingham. No tourist gives a damn that the local bureaucrats identify themselves through a graphic of a wavy line, but said bureaucrats in their ivory towers think otherwise. A few years ago the council decided to replace every single traffic light they were in charge of, even ones which were only 2 years old. Then there's the time when they accidentally lost city status due to a technicality & didn't realise for 4 years. The humiliating incompetence of Medway Council knows no bounds & puts even the worst London borough to shame. By contrast, Nottingham's council is one of the few whose subjects can say they are proud of their municipality with a straight face. It oversees a tram system considered one of the most successful in western Europe for its size. There is a gated community in the centre of Nottingham called the Park, & the roads aren't noticeably smoother or cleaner in the privately-run area than outside. It has a brand just like any other council, but visitors remember this council for how different it is, not because it endeavours to be remembered through brute force. Fundamentally, the problem is one of attitude, but we are in a catch-22 situation in which each attitude must change for the other one to change. The public must change its attitude towards local government. Turnout at local elections stands at just over half that for general elections. Richmond is the only London borough with local election turnout of over 50%. There is a reason, though, that no-one takes local government seriously, & that is because it is a complete farce that cannot expect to be taken seriously. Local government does not see itself as the servant of its residents, but as some sort of feudal lord, only in the form of a public body & not an individual man. On a recent trip to Norwich, I went into the town hall. It was full of signs encouraging people who work there to challenge anyone not wearing an ID lanyard. This contrasts sharply with Copenhagen city hall, where on a visit last year I had the freedom to explore as I pleased & admire the architecture without being stopped by a security guard. A local authority has neither need nor warrant for such arrogance. It should be subservient to those whose needs it exists to serve. In the worst of vicious cycles, our councils act as if no-one is watching. They do nothing credible, so nobody watches.
@bruhmoment75464 жыл бұрын
