Can someone explain the clip at 7:47? When was this clip recorded, is that a new exploit? I’ve never seen anything like that and didn’t think that was possible unless some non valve server hijinks were going on

I wish I had a good answer for you. It was a normal Casual server, and I believe the clip is probably from November or December of 2022. It was the only time I've ever seen it happen, though. So hopefully it was addressed!
