I was similarly confused by the prayer as well as when they were removed. In the US, they have the right to peaceful protest. The protesters, although their tactic seemed odd, were peaceful.

Kotomi Sakura - This is actually a very fraught US Constitutional Issue which has gone to the US Supreme Court in multiple instances. The most recent and relevant on this issue is "Town of Greece v. Galloway" in 2014. The verdict was 5-4 (all conservatives on the Supreme Court in favor of prayer at public meetings and all left-wingers on the Supreme Court opposed to prayer at the public meetinhs), permitting that prayer can be used to open government processes because (1) the prayer is a longstanding tradition as opposed to an expression of faith, (2) minority religious individuals can be chosen to give invocations from time to time without discrimination, and (3) non-adherents do not have to participate in the praying. I personally find the left-wing argument against prayer at public meetings as being much more reasonable as it is a violation of the separation of church and state, but, as you can see from even the left-leaning preachers, church leaders believe that they have something to say about politics from a religious standpoint.
